民國五十二年春季，祖居新竹，時任省議會副議長，許金德先生，決意於新竹地區物色場地，建造一座具有國際標準之高爾夫球場，藉以促進繁榮，提高當地青年就業機會以及培育高技能之高爾夫球員，進而為國爭光。先前奔走於新竹市郊覓地並經多次勘察，以新豐鄉坑子口山坡地，松柏茂密，最具特色。兼因該地段土壤質差，不宜耕植農作物， 為達地盡其利，乃決定於該處興建高爾夫球場。
